Aviation in the UK, is controlled and enforced by the Civil Aviation Expert (CAA"). The excellent UK legislation with regards to drones is the Civil Aviation Action 1982 and the Air Navigation Order 2009 (ANO"). The ANO sets out a series of Articles that impose constraints and obligations on operators of aeroplanes within the jurisdiction. Aviators, including drone operators, also have to comply with the Rules of the Air that are similar to a ‘Highway Code' for the airspace over the UK. The CAA has explained that the united kingdom drone regulations are intended to protect people and property whilst being as light touch and proportionate as is feasible - however, breach of UK aviation legislation is a criminal offence.
Good frames can be bought fairly cheaply, but the same problem occurs when a part breaks and must be replaced. You'll likely have to buy a component created by the frame supplier and it can be expensive or unavailable. If you are going to buy a structure, I recommend this from this one from HobbyKing or that one from HoverThings I've not used either of these, but the first one is actually cheap for carbon fibre and the second one is used by among the best quadcopter under 50 (Suggested Internet page) quadcopter pilots I have seen on the net. Unfortunately, if the structure is good and inexpensive, it make be on back again order or it's substitute parts may not be available. So, I really like to build my very own.
