Hi Paul, very first thing I'd check is whether the rotors are sliding on the key shaft. There's one or two small screws just underneath top of the rotor that, when tightened, hold the upper rotor assemblage onto the main shaft. It's very easy to remove the plastic that retains these screws and when that happens, the main shaft can spin without totally engaging the upper rotors.
